NPC Seeks Public Input on Multi-Year Accessibility Plan

Niagara Falls, ON – The Niagara Parks Commission (NPC) was pleased to present its Multi-Year Accessibility Plan (2013-2017) to the public in two sessions on November 29, 2012. This Plan identifies and addresses barriers to those with accessibility needs in the areas of information and communication, employment and transportation.

Under legislation known as The Accessibility for Ontarians with Disabilities Act (AODA), the Province of Ontario has established standards by which both the public and private sectors will take steps to achieve enhanced accessibility for all Ontarians. According to Accessibility Directorate of Ontario, one in seven people in Ontario have a disability, and over the next 20 years, this number will rise as our population ages.

NPC is fully committed to complying with the newly established accessibility standards and welcomes public feedback in respect to its Multi-Year Accessibility Plan (2013 – 2017). The Plan is available for the public to review in multiple accessible formats at: www.niagaraparks.com/accessibility.

Providing services and experiences in a province where every person can participate fully is simply the right thing to do. Janice Thomson, Chair of the Niagara Parks Commission, issued the following statement about the findings of the Ontario government’s forensic investigation into the Commission’s operations:

“The Niagara Parks Commission (NPC) welcomes the Ontario Internal Audit Division’s Forensic Investigation Team’s findings following its forensic investigation into selected areas related to NPC operations.

A summary report of the results of the investigation is now available on the NPC website.

A Niagara Regional Police and Ontario Provincial Police joint investigation into alleged improprieties of past procurement of goods and services within the Niagara Parks Commission determined that there is no evidence of any criminal offences committed by anyone within or associated with the Niagara Parks Commission.  A statement about the police investigation is posted on the Niagara Regional Police Service website.

Since late 2010, we’ve implemented new policies and procedures to ensure our compliance with all provincial government expense and procurement policies.

We’ve significantly enhanced our internal financial oversight and controls by strengthening our procurement practices and hiring procurement specialists and financial experts. We have also hired internal auditors to ensure appropriate policies and procedures are followed, including those governing travel, hospitality and procurement.

The employees of the NPC are devoted to the preservation and beautification of the Niagara Parks. Their contribution to Niagara’s success as an economic driver is an important one, and our efforts towards this common goal are critical.

The NPC is fully committed to ensuring the fair and equal treatment of all suppliers, staff and visitors to the properties of the NPC. Niagara Parks to Host Public Information Centres

Niagara Falls, ON –The Niagara Parks Commission (NPC) invites local residents and members of the media to attend an information session to review the results of a recently completed environmental feasibility study on zip line concepts within the Park. Zip lines and similar aerial attractions are one of the fastest growing segments of the tourism industry and are a key component in the growth of eco-tourism. NPC is exploring the possibility of developing a zip line attraction at one or more locations. As early as May, 2011, in public consultations, this idea was raised  as something for the Commission to examine. An environmental feasibility and impact assessment was initiated by NPC to evaluate potential effects and determine the feasibility of zip line-type attractions at two potential sites:

  • Dufferin Islands
  • Thompson Point

A public information centre (PIC) will be held to provide members of the community an opportunity to meet the project team, review the proposed concept, and discuss matters related to the evaluation process. There will be two sessions:

Cullen Miniature Village finds new home at Niagara Parks Commission Botanical Gardens

NIAGARA FALLS, ON – The Cullen Miniature Village, which has delighted hundreds of thousands of visitors at its former location in the Durham Region, has found a new home in The Niagara Parks Commission’s (NPC) Botanical Gardens.

“Our Botanical Gardens will be the perfect site for the Miniature Village,” stated NPC Chair Janice Thomson. “The village was originally developed for a botanical setting and they were intended to be viewed by audiences of all ages; our Botanical Gardens, with the Butterfly Conservatory right next door, will be the perfect home for this collection”.

The village is made up of 182 separate items, including the main village, cottage country, a train system, fairground, Santa Claus parade, and miniature accessories. The City of Oshawa purchased the village for $239,000 following the closure of Cullen Gardens. It has remained in storage ever since. NPC will pay the City of Oshawa $20,000 a year, over a five year period for the collection, starting in 2013.

“This is a wonderful addition to the Parks and will provide visitors with yet another compelling reason to visit Niagara Parks and Niagara. This was a much-loved attraction when it was part of the former Cullen Gardens and we believe that it will become an even greater attraction here,” Thomson said.
Once the village is refurbished and reassembled by NPC it will be put on public display in 2013. NPC has also pledged to erect a plaque identifying the important role the City of Oshawa played in keeping this unique collection intact for the public.

According to Oshawa Mayor John Henry, the planned move of the Cullen Miniatures to its new home at The Niagara Parks Commission’s (NPC) Botanical Gardens, celebrates a great man and visionary, Mr. Len Cullen. By keeping the collection intact, the City of Oshawa and NPC collectively bring new life to this treasured miniature heritage collection. “I look forward to visiting The Niagara Parks Commission’s Botanical Gardens to celebrate together the collection’s rebirth in one of Canada’s natural wonder locations. This is a fitting tribute to the creator of the collection,” said Mayor John Henry.

Niagara Falls, ON Canada – The Niagara Parks Commission (NPC) has approved a request by professional tightrope walker Nik Wallenda to walk across the Niagara Gorge on a tightrope.

“This decision was approved in part in recognition of the role that stunting has played in the history and promotion of Niagara Falls. We have made it clear that this is a very unique one-time situation. It’s not an every day activity and will not be allowed to become an every day activity,” NPC Chair Janice Thomson said.

Under the motion approved by the NPC Board, consideration could be given to a professional performer’s stunting proposal such as this, only once every 20 years.

The approval is in principle and depends on an agreement being successfully negotiated with the NPC and Wallenda that includes obtaining all necessary regulatory approvals.

An agreement is expected to be reached between the two parties by March 31 and the proposed walk is anticipated to take place in summer, 2012.

New programming being introduced for 2012

Niagara Falls, ON – For over 65 years, the Niagara Parks Floral Showhouse has been a beloved part of the Niagara Falls experience for Ontario residents and international travellers alike. The Niagara Parks Commission (NPC) is excited about the opportunity to work with the Master Gardeners of Niagara and others to provide enhanced programming and display opportunities at the Showhouse, which a new $5 admission fee (excluding tax), being implemented on March 1, will support.

The displays in the popular greenhouses are regularly changed for visitors’ enjoyment, with eight seasonal plant exhibitions that are carefully grown and professionally displayed, along with a large permanent tropical plant collection. The annual Spring Display is currently in place, featuring a variety of vibrant Primula, Calceolaria, Cyclamen, Cineraria, Schizanthus, forced bulbs and shrubs.

Flying through the warm and inviting Floral Showhouse are dozens of tropical songbirds, which add charm to the quaint facility. The expanded “Shop in the Garden” also includes a café area where visitors may enjoy light refreshments and shop for unique garden gifts. The shop and café are open daily from 9:30 a.m. – 5 p.m.

All monies generated through the new admission fees will be reinvested into the maintenance and care of this magnificent conservatory and surrounding gardens, as well as into additional programming and new exhibits, which will be announced throughout the year. For an additional $5, residents of Ontario may upgrade to a season’s pass, to return as often as they like as the displays are changed throughout the year.

Located just south of the Falls on the Niagara Parkway, the Floral Showhouse is open each day from 9:30 a.m. to 5 p.m. Paid parking is available on site. New 30-year lease agreement brings investment in new fleet and facilities, maintains family-friendly prices, and generates additional revenue for Niagara Parks

NIAGARA FALLS – The Niagara Parks Commission (NPC) has awarded the land lease related to boat tour operations at the Niagara Falls Gorge to Hornblower Canada Company (Hornblower). The agreement provides better value-for-money for Ontarians and will bring new investment to the Niagara region.

The new agreement is estimated to generate in excess of $500 million in revenue to the NPC over the 30-year span of the contract – representing an increase of more than $300 million in revenue compared to previous agreements. This includes guaranteed minimum revenue of $67 million in the first five years. In order to realize their vision of operations in the Niagara Falls Gorge, investments will be made to upgrade passenger facilities and construct new tour boats. The new service is expected to commence in Spring 2014.

“This is a great day for The Niagara Parks Commission and a great day for the tourism industry in Niagara and across Ontario,” stated NPC Chair Janice Thomson. “It not only marks the beginning of a new era for all of us, but it continues to build on what Niagara and Niagara Parks is all about, building memories and creating experiences that will last a lifetime.”

To assist NPC through the procurement process, the Ontario Government engaged external expertise, including a naval architect and a procurement advisor. An independent and impartial Fairness Commissioner also observed, monitored and oversaw the competitive process. The Fairness Commissioner’s reports on the fairness of the process are available on the NPC website.

While Ms. Booker’s resignation is effective March 14, 2012, she is taking some time off.  On an interim basis and effective today, Gershom Moyo, the Commission’s internal auditor, will assume the responsibilities of General Manager to ensure operational continuity.

Highly anticipated event to take place on June 15th pays tribute to tourism destination’s stunting past

NIAGARA FALLS, NY/ON – Famed aerialist Nik Wallenda, along with The Niagara Parks Commission (NPC) and New York State Office of Parks, Recreation and Historic Preservation, are pleased to officially announce the much anticipated date of his tightrope walk across the Niagara Gorge on a high wire.

Wallenda, who obtained approval from both U.S. and Canadian officials to attempt this feat, plans to cross the Niagara Gorge on Friday, June 15, beginning at 9 p.m. Wallenda will make the approximate 550-metre (1,800-foot) crossing above the world-renowned Horseshoe Falls.
In announcing the walk, Wallenda stated, “This has been a dream of mine ever since I saw Niagara Falls for the first time when I was six years old. I fully expect this to be only the beginning of my life long relationship with Niagara Falls.”

According to NPC Chair Janice Thomson, “Given Niagara’s storied history with stunting and daredevil attempts, it is appropriate that Niagara Falls serve as the backdrop for this event; one which pays tribute to the individuals and performances of long ago, while highlighting Niagara Parks’ ongoing role as one of the world’s leading tourism destinations. This event will allow NPC and our colleagues at the New York State Park to showcase our world-class venues and inspire all those who wish to make Niagara their vacation destination of choice.”

“New York State Parks welcomes Mr. Wallenda to the historic Niagara Falls State Park for an event that will capture the imagination of people around the world,” said Rose Harvey, New York State Parks Commissioner. “We look forward to working with Mr. Wallenda and our partners in the Niagara Falls region to make June 15 a successful day and to highlight this natural wonder.”

Wallenda Wire Walk at Table Rock

Congratulations to Nik Wallenda!   The world watched as Nik Wallenda successfully made his historic crossing, walking 550 metres from the U.S. to Canada on a high-wire above the rushing waters of Niagara Falls.  Wallenda is the first person in more than 100 years to attempt such a feat and the first person ever to walk across on a wire so close to the Horseshoe Falls. Wirewalkers in the past have performed downstream from the Falls. 

When The Queen Victoria Niagara Falls Park Commission (now called The Niagara Parks Commission) was created in 1885, there were no restrictions in place to prevent stunts or daredevil feats from being performed over or on the Niagara River. Daredevil performances began at the Niagara River Great Gorge in 1859 and they drew large numbers of spectators. After the Commission was created, the Council of the Town of Clifton (present day City of Niagara Falls, Ontario) had to request permission from the Commissioners to stage these crowd-pleasing performances. The Commissioners gave tacit approval for several years, but became concerned by a rise in the number of deaths that occurred. They also wanted to ensure the safety of police officers and other persons who responded to rescue missions. In 1911, stunting on and over the Niagara River was therefore made illegal under The Niagara Parks Act and violators face a maximum fine of $10,000.00.

In 2012, The Niagara Parks Commission gave approval to the request by professional tightrope walker Nik Wallenda to cross the Niagara Gorge on a wire. This one-time permission was made in part to recognize the role that daredevil performances and stunting have played in the rich history and promotion of Niagara Falls. At the same time, the Commission has taken steps to ensure that such feats will not come at the expense of public safety and protecting the natural and cultural heritage that millions of visitors every year enjoy on the Canadian side of the river. Under the motion approved by the Commission, examination of a proposal submitted by a stunting professional will be considered no more than once in a generation, or approximately every 20 years, as a way to pay tribute to the stunting history. The establishment of The Niagara Parks Commission and the focus on the natural wonder of the Falls, has been a catalyst for the growth of Niagara Falls as a global tourism destination.

NPC’s top priority remains the same as it has since its inception more than 125 years ago — protecting, preserving and enhancing its parks system, historic properties and numerous attractions for the safe enjoyment of millions of visitors from around the world.

Parks for the City of Mississauga, has been appointed General Manager of the Niagara Parks Commission, Chair Janice Thomson announced today.

“John’s strong background in all areas of Parks management and development is an excellent fit for the NPC and his proven, disciplined approach to meeting customer needs within a structured budget will help achieve the organization’s goals,” Thomson said.

As General Manager of the Niagara Parks Commission, Lohuis will work with the Commission to provide leadership and strategic business direction that maintains profitable growth, inspires and engages management and staff in pursuit of Commission goals, and builds effective relationships with employees, community and business.

Lohuis’ appointment comes after the Commission launched an international search in April to fill the position, attracting qualified candidates from across North America.

During his 35-year career, Lohuis has served as Director of Parks and Recreation for the Township of Delhi, Town of Aurora, the cities of Windsor and London, and most recently, for 12 years at the City of Mississauga. For the past year, he has been adjunct lecturer at the University of Waterloo’s Department of Recreation and Leisure Studies in the Faculty of Applied Health Sciences.

During his tenure at Mississauga, Lohuis was responsible for overseeing more than 500 full-time and 2,000 part-time employees, 4,000 acres of land, and 30 major facilities, as well as developing strategic plans for all of the city’s business areas and managing the city’s tourism and environmental portfolios. He oversaw the launch of the Arts and Culture Plan for the city and the $40 million reconstruction of Mississauga Civic Square. He also established the Mississauga West Toronto Tourism office, which works with the cities of Brampton and Toronto to market the three cities as a tourism destination.

Lohuis is currently Chair of the Canadian Parks and Recreation Association National Parks Advisory Committee and former president of the Ontario Parks Association.

“The integrity and experience in all Parks-related matters that John brings to this position will ensure the Niagara Parks Commission moves forward to achieve its strategic goals. We look forward to working with John as the organization continues to focus on its rich heritage, environmental significance, economic importance, contribution to tourism, culture and special events.” Thomson said.

Lohuis will assume his duties as general manager August 1, after completing a full NPC orientation in July and fulfilling his teaching obligations at the University of Waterloo. Gershom Moyo, Acting General Manager, will remain in the Acting position until August 1. The Commission thanks Gershom for  his inspiring leadership and energetic support of the NPC’s mandate over the past four months.

Miller’s Creek Marina Development – Fort Erie, Ontario

The Niagara Parks Commission (the “NPC”) would like to announce its intention to enter into a competitive process for services related to the Miller’s Creek Marina Development, Fort Erie, Ontario.

Currently, the NPC is determining the specific procurement approach but expects to post on the NPC Vendor website ( http://www.niagaraparks.com/vendor/bid-opportunities.html ) and MERX© ( www.MERX.com/niagaraparks ) a Request for Proposals (RFP) or a Request for Qualifications (RFQ) followed by an invitational RFP in the late Summer/Fall of this year. Due to this uncertainty about the specific procurement approach, we have referred to the procurement document below as an “RFX”.

Stakeholder Consultation Sessions

In order to prepare for the procurement, the NPC will be offering stakeholder consultation sessions in which local interest groups will be invited to attend a consultative session. Some of these stakeholders include:

  • Hotel, motel and other accommodation service providers
  • Restaurant, food and other related service providers
  • Other hospitality service providers.
  • Tour companies, ticket agencies and other related travel services
  • Entertainment and other local attractions
  • Retailers, manufacturers and distributors of novelty items
  • Local community interest groups; and
  • All other general and special interest groups

The consultations are intended to be information sharing sessions where the NPC will provide information on the following:

  • A summary of the proposed procurement process; and
  • Procedures that have been put in place to ensure the processes are open, fair and transparent.

As a means to ensure the process takes into account local interest and concerns, the NPC will be asking the participants to provide information and insight into potential opportunities and issues associated with this initiative during the consultation.

Once the arrangements for the consultation have been determined, an e-mail will be sent to all respondents with a date, location and other relevant information. In the event a stakeholder is not able to attend the session, we will put in place a process for such groups to provide a written submission.

Proponents Information Session

The NPC will also be arranging to meet with potential bidders in a separate set of one-on-one group (not individual) consultations. These sessions will include a tour of the site, together with access to information related to the proposed marina development. Given the confidential nature of the information that will be provided, any potential bidder who wishes to participate will be required to sign a non-disclosure agreement. Part of the agreement will be rules of engagement that outline requirements related to confidentiality, disclosure of information, plus standards pertaining to influence and lobbying.

Once the arrangements for these sessions have been determined, an information package will be e-mailed to each respondent with details on dates and location. The information package will include an invitation to respondents to attend a one-on-one meeting with the NPC procurement team, a copy of the Non-Disclosure Agreement and the Rules of Engagement. See below (under ‘Fairness Measures’) for more information on these documents and their requirements.

In the event a stakeholder is not able to attend the session, we will put in place a process to provide a written submission. It should be understood that potential bidders are eligible to register for both stakeholder consultations sessions as well as the proponent information sessions if they so choose.

Fairness Measures

Given the level of interest in this procurement and the subsequent sensitivities, the NPC is in the process of retaining the services of a Fairness Commissioner. The Fairness Commissioner will put in place measures designed to help ensure the procurement process is open, fair and transparent. Such measures have already been implemented for all NPC employees and Commissioners.

The Fairness Commissioner will also require that all bidders who are interested in attending a one-on-one meeting with the NPC procurement team sign a Non-Disclosure Agreement (NDA). The purpose of the NDA is to ensure any information shared in these meetings is held in confidence. If a bidder elects not to sign the NDA, they will not be invited to attend a one-on-one meeting but can still bid on the RFX when it is posted.

The Fairness Commissioner has also established Rules of Engagement (ROE) which introduces some standards related to bidder influencing and lobbying. The purpose of the ROE is to establish some parameters around what is and is not allowed in terms of contact with NPC staff, using the media for self-promotion or for influencing public opinion on the process or applying pressure to the NPC, NPC staff or NPC Commissioners. If a bidder elects not to sign the ROE, they will not be invited to attend a one-on-one meeting but can still bid on the RFX when it is posted.

Niagara Parks to Open New Tim Hortons Franchise

New Niagara Parks Tim Hortons Franchise to Open
at Queen Victoria Place

Niagara Falls, ON – Following an open and transparent procurement process, Tim Hortons (TDL Group Corporation) and The Niagara Parks Commission (NPC) have agreed to develop a combined Cold Stone Creamery/Tim Hortons kiosk, which will be located on the lower level of the historic Queen Victoria Place.

Building on the success of NPC’s existing Tim Hortons restaurant located at Table Rock, which celebrated a sales milestone award in 2011, this new store will be an NPC owned franchise operated by Parks staff. Construction of the kiosk is expected to be completed during the last week of September.

This exciting development is a response to a growing customer demand for additional quick serve choices from brand outlets that visitors have come to know throughout the years. This newest Tim Hortons kiosk will be a full service operation (open seasonally and for special events) with breakfast items, baked goods, coffee and espresso beverages and sandwiches, including the new Grilled Panini line. The Cold Stone Creamery will also feature premium ice cream made from the finest ingredients, created on site by NPC employees.

Built in 1904, Queen Victoria Place provides a spectacular panoramic view of the iconic American and Canadian Horseshoe Falls. Given the historic importance of the facility, additional care will be taken to integrate the Tim Hortons franchise into this unique space. The kiosk will be located in the space currently occupied by the “The Nook”.
